| Brief description of the project |
The ESF Managing Authority of the Lazio Region (Italy) is looking for partners for a Capitalization project to be co-financed by the Interreg IVC Programme. In order to fulfil the conditions for the programme, partners should either be Managing Authorities of ESF programmes at national or Regional level, or closely linked to an MA (intermediate bodies etc.).
PROJECT CONCEPT - The project aims to publicise and replicate the best practice developed in Italy by the Ministry of Labour and in the Lazio Region by the Regional ESF MA to set up and implement a scheme for facilitating and financing work-training stages and exchanges at national and international level. The project was initially financed within the 2000-2006 ESF programming period, and led to the realization of 5.678 work traineeships, 4489 of which in Ob. 1 regions and the creation of 2.966 new jobs (in Ob. 1) thus reaching the target of 65 % of concrete job offers.
This experience implemented in various Italian regions including Lazio has proved to be an effective instrument promoting employability and labour mobility. Hence it continues for the 2007-2013 ESF programming period and represents a best practice and will be used as a demonstration and “laboratory” by the partners of the Interreg project in order to understand the aims and mechanisms and develop similar projects within their own OPs. |

Formez operates in the international field by:
* Encouraging the sharing of know-how and the exchange of Italian experiences IN ALL THE KEY ACTIVITIES OF THE PUBLIC ADMINISTRATION
* Transferring Italian and European competencies and best practices to provide support to the modernization of the Public Administration
* Supporting Institution Building in Public Administrations in EU and third countries
* Providing pre-accession countries with technical assistance and training
* Collaborating with foreign civil service training institutes
Partnerships and Shared Experiences
Formez activities in the enlarged Europe and at international level aim to facilitate an exchange of experience in order to introduce new systems compliant with EU standards and regulations; and TO ESTABLISH SHARED COMMUNICATION CHANNELS between partner countries. The institute supports inter-regional cooperation partnerships and integrated territorial development.
* Qualified expertise in Twinning projects for PHARE aimed at new-accession countries with the aim of transferring management know-how and strengthening partnerships between national and regional authorities
* Activities in the field of the Structural Funds, environment, healthcare, disaster management, management control, etc.
* Enlarged application of the Twinning tool to southern and Eastern Mediterranean countries
* Memoranda of Understanding with European and Asian countries to carry out joint activities, sharing best practices and methods for enhancing administrative efficiency
* Continuous support to the Department of Public Administration at the Global Forum organized by UNDESA (UN Department for Public Administrations)
* Technical assistance and secondment of experts
o to the Southern Italian regions to support the realization and management of decentralized cooperation projects
o to the Ministry of Foreign Affairs DG MM (Mediterranean and Middle-East) and DG EU (European countries) to support the implementation of international cooperation programmes involving the Italian regions
o to the Ministry of Foreign Affairs DG CS (Development Cooperation).
International cooperation projects carried out so far involve:
* New EU member states: Bulgaria, the Czech Republic, Estonia, Hungary, Poland, Romania and Slovakia
* EU pre-accession countries: Croatia, FYROM (candidate countries)
* South-Eastern Europe: Albania, Bosnia-Herzegovina, Montenegro, Serbia, (potential candidate countries)
* Mediterranean area: Algeria, Egypt, Morocco and Tunisia
* Middle-east: Iraq, Jordan and Syria
* Other countries: Argentina, China, Russia and Vietnam |
